FillMatrix

Declaration: FillMatrix (var Mat: TDouble2DArray; Value: double);
Sets all elements of the two-dimensional dynamic array Mat to Value. The function returns the following error codes:
 0 ... everything is OK
-1 ... the matrix has zero size
